OT Fabric install

One-line installers for the OT Fabric protocol tools. Linux, macOS and Windows on amd64 and arm64, Linux on ARMv7. Every download is checked against the release's SHA-256 checksums.

OTF_VERSION=3.5.1	install a specific version (default: latest)
OTF_INSTALL_DIR=dir	install directory (default: ~/.local/bin, or %LOCALAPPDATA%\OTFabric\bin)
OTF_UNMANAGED_INSTALL=dir	for CI and images: install there, never touch PATH or profiles
OTF_NO_MODIFY_PATH=1	leave PATH alone
